Based in Iqaluit, NU, and reporting to the Assistant Deputy Minister, Local Government, you will be accountable for the effective and efficient implementation of all capital initiatives across the department and for all 25 communities. This will include ensuring that the quality, effectiveness and efficiency of departmental capital planning process and procedures are maintained and that the Program Standards and Criteria are properly implemented. As Director, you will also be responsible for overseeing the implementation of the Nunavut-wide strategy for Clean Drinking Water infrastructure, and Management of Municipal Wastewater Effluent and solid waste that was endorsed by the Canadian Council of Ministers of the Environment. In this role, you will ensure that projects are technically sound and responsive to community needs, and that capital resources are provided for the construction of facilities/infrastructure, as well as coordinate the overall departmental implementation of all Capital Projects, including budget management, project management and dispute resolution.
As Director, Community Infrastructure, you will be responsible for the overall development of the Five-Year Capital Plan, including coordination of all third-party negotiations, the Nunavut Community Infrastructure Advisory Committee and the long-term sustainability of planning for communities in Nunavut. Potential third-party negotiations involve Infrastructure Canada funding under the Building Canada Fund, Gas Tax and other programs. Responsible for eight (8) staff, including three (3) direct reports, you will ensure that the division works within its budgetary means, that infrastructure helps to increase economic opportunities for all communities, and that capital spending is fully compatible with the objective of the Nunavut Agreement.
Your profile as a qualified Director of Community Infrastructure will include the following highlights:
- A recognized university degree in Engineering (Civil, Environmental, Mechanical or Municipal).
- Current membership in a Canadian Professional Engineering Association.
- Experience in strategic public sector capital planning and asset management planning.
- Eight (8) years of progressively more responsible management experience in Public Sector funding programs and capital projects.
- Four (4) years’ experience in the supervision of professional staff.
- Five (5) years’ experience working with senior-level Federal, Provincial and Territorial groups.
- Experience working with third-party advisory committees overseeing infrastructure decisions.
- Experience working with various levels of government and public sector decentralized offices in assessing and coordinating infrastructure projects.
- Fluency in Inuktitut/Inuinnaqtun, one of the Official Languages of Nunavut (i.e., Inuktut, English and French).
- Knowledge of the Inuit communities, culture and land, and Inuit Qaujimajatuqangit.
- Experience working in a northern cross-cultural environment.
- This is a Position of Trust and a satisfactory Criminal Record Check is required.
Compensation & benefits: This indeterminate position is excluded from the Nunavut Employees Union and offers a salary range of $120,779 to $172,539 per year (for 37.5 hours/week), plus a Northern Allowance of $16,008 per year. Note: Subsidized staff housing is available.
