The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies.  INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

 

We are currently seeking a Senior Project Officer with a passion for bridges and other highway structures.  You are a civil engineer, a civil engineering technologist, or construction supervisor with heavy civil construction experience who is eager to join the Department of Infrastructure’s Structures Section (Bridges).   The successful candidate will be part of a multi-disciplinary team that designs, constructs, rehabilitates and maintains bridges and bridge-culverts throughout the Northwest Territories.
This position requires an individual with demonstrated knowledge and experience with project delivery in remote areas, proven problem solving skills, combined with common sense and creativity.

 

Key Responsibilities


As Senior Project Officer, you will organize pre-engineering activities, carry out design reviews, prepare / review cost estimates, assemble contract specifications and requests for proposals, prepare project schedules and budgets, oversee the tendering process, administer contracts, prepare written reports, perform field inspections, and ensure all safety, quality and regulatory standards are met. You will engage in a collaborative work environment with your team, consultants, and contractors as well as other disciplines and external stakeholders. Senior Project Officers contribute to the content of monthly reports on the physical and financial status of projects, and short and long term project plans.

Knowledge, Skills and Abilities

 

·      Project construction experience with heavy civil works and structural projects such as bridges and bridge-culverts through all stages (planning to completion).

·      Understanding of safe work practices – WSCC (Workers’ Safety and Compensation Commission) and WHMIS (Workplace Hazardous Materials Information System) rules and regulations.

·      Experience in consultant procurement processes and contract administration.

·      Experience working with multi-disciplinary teams to deliver projects.

·      Understanding of the Canadian Highway Bridge Design Code (CSA-S6) and construction standards.

·      Good planning and organizational skills with the ability to work under pressure.

·      Committed team player and highly self-motivated.

·      Strong interpersonal and excellent oral and written communication skills.

·      Fluent in English (spoken and written).

 

Typically, the qualifications of the position would be attained by:

 

A Bachelor’s Degree in Civil Engineering with a minimum of four (4) years’ experience and eligibility for professional registration with Northwest Territories Association of Professional Engineers and Geoscientists (NAPEG). Experience must be relevant and progressive.

Salary Information

The salary for this position starts at $53.80 per hour to $64.26 per hour (approximately $104,910 – 125,307 per annum) plus an annual Northern Allowance of $3,700.00.
